New Guidance on Including Admin/ Clerical workers as direct costs on budgets

Under the new guidance (see subpart E, 200.413), salaries of administrative and clerical staff may now be considered appropriate direct charges if all of the following conditions are met: 1)Administrative or clerical salaries are integral to the project or activity; 2) Individuals involved can be specifically identified with the project or activity;  3) Such costs are explicitly included in the budget or have prior written approval of the awarding agency; and 4) The costs are not also recovered as indirect costs.  At the COGR meeting on February 27, government officials noted that it would be wise to have job descriptions that accurately reflect duties on a project for each administrative/clerical salary charged to a federal award. One official noted, “Just being in the budget is not enough!” and further noted that job titles should also be accurate and clearly convey the work being performed by that individual.
